Steps to Use the Healthcare Financial Panel Award

The government has taken action, as requested by the 15th Finance Committee, to use the ₹ 559 crore recommended to the state for 2021-22 in the health sector and ₹ 2,968 crore for the next five years.
In addition to a Union-level committee, the commission instructed the state to set up a committee under the leadership of the Chief Secretary, comprising officials from the Departments of Health, Panchayat Raj and Urban Affairs and representatives. selected from the three levels of rural and urban local communities. , with plans ready to be implemented by July 2021.
The commission hopes that representatives of urban local communities and of the three levels of the institutions of Panchayati Raj are involved in the initiative. Gradually, they will be given responsibility for overseeing and managing the delivery of health services.
District-level committees should also be formed under the direction of the district receiver or deputy commissioner. Action should be taken at Union and State level in accordance with plans agreed by the respective committee.
The committee wants the people in charge at each level of the Union and of the state governments to ensure that the schedule is strictly adhered to. The government granted an administrative sanction to set up state level committees and 14 district level committees, as requested.
The State Committee with the Chief Secretary as Chairman has the Additional Chief Secretary, Finance; Additional Chief Secretary, Local Self-Government; Principal Secretary, Health; Director, Health Services; Director, Urban Affairs; and director, Panchayats, as members.
At the district level, the committee will be chaired by the district collector or the development commissioner as chair. In addition, the district doctor (health); Regional Co-Director, Urban Affairs; and the deputy director, Panchayats, will be members.
The Principal Secretary (Health and Family Welfare) will be the head of the state level committee and the DMO (health) will be the district level committee head.
Representatives from all levels of local government will be incorporated later. The district level committee will be a sub-committee of the respective district planning committee.
